In MOSS 2007, WSS 3.0, associating workflow with list / content type is done programmatically
usually in feature receiver code. This still holds true in SharePoint 2010
as well. I am not going into details about it but you can explore SPWorkflowAssociation API if you are interested. Instead, I am going to
